Anti-Litter Committee
The Northumberland County Anti-Litter Committee was chartered by the Board of Supervisors on February 18, 2020 by resolution.
The Committee’s purpose is to promote the cause of a cleaner, more attractive community through litter control and recycling.
There are seven citizens appointed to the committee, each of the five district supervisors appoint one member and the Board of Supervisors appoints two at-large members. The members serve four-year, staggered terms.
The Committee has a duty to the citizens of the County to promote the cause of a cleaner, more attractive community. The Committee also has the duty to:
- Develop litter control programs for which state litter control grants can be expended.
- Conduct publicity campaigns and educational programs on litter control.
The Committee may engage in the following activities in order to fulfill its duties:
- Promote law enforcement as it relates to litter, programs for the removal of litter, placement of anti-litter signs, litter containers, and programs including recycling.
- Promote the preservation of trees and the encouragement and support of beautification projects undertaken by various organizations.
- Spend grant and/or donated funds for the promotion of a cleaner, more attractive County.
- The Committee may create its own internal rules and regulations.
Regular Meetings of the Anti-Litter Committee are held January through November on the fourth Thursday of each month at the Northumberland Public Library Meeting Room in Heathsville at 4:30 pm.

What We’re Doing
Action 1: Promoting the cause of a clean county culture (where it is deemed unacceptable to litter)
Action 2: Piloting a tire disposal amnesty event, advocating for an annual county tire disposal cleanup event
Action 3: Recruiting individuals, groups and businesses for VDOT’s Adopt-a-Highway Program
Action 4: Implementing a Cover Your Load Initiative,
