Sheriff's Office Mapping System

RESOLUTION

WHEREAS, upon determination that there is only one source practicably available for that which is to be procured, a contract may be negotiated and awarded to that source without competitive sealed bidding or competitive negotiation as allowed by the Code of Virginia under §2.2-4303 E; and

WHEREAS, the Northumberland County Sheriff’s Office utilizes GeoComm mapping equipment for dispatching purposes (front office) and Northumberland County maintains the data utilizing the same GeoComm proprietary software to update the dispatch mapping (back office); and

WHEREAS, GeoComm is terminating support of the GeoLynx Server for the front office portion of the software; and

WHEREAS, GeoComm Maps is proprietary in nature and Geo-Comm Inc. would be the only practicable vendor to supply the GeoMaps software and to still be able to integrate with the back office software, and therefore would be impractical for competitive sealed bidding to be requested to obtain the aforementioned upgrade from another vendor.

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Northumberland County, Virginia, authorizes the County Administrator to enter into a contract with Geo-Comm Inc. for the purposes of upgrading the Emergency Dispatch Mapping System.
